This was considered by Falmouth Town Council Planning Committee on Monday 3rd April at 6.00pm.
Their comments:
Refuse due to the loss of green space to the visual detriment of the character of the area, risk of contamination of Swanpool Lake and SSSI, harmful impact on the area and the wildlife habitats, lack of sewerage provision, highway safety concerns on to Swanpool Road and concerns for the potential loss or harm of trees protected by a TPO, as well as exacerbating surface water run off problems.

The site was reviewed for the Falmouth Neighhourhood Plan and was the subject of a Local Landscape Character Assessment (LLCA) and this report classified the site as High Value. As a consequence, in the Neighbourhood Plan the site would be protected from development under policy FOS.1

This appears to be the same as the application made in May 2015 even though it was withdrawn. (The related documents are stamped with dates from 2015).

PA15/03934 which was withdrawn - the withdrawal notice read:
  • As regards the Swanpool site, I write to advise that the application is formally WITHDRAWN. However, as we discussed, it is our intention to review the whole proposal and to address so far as we are able the outstanding objections and concerns for the purposes of submission of a further application in due course. In particular, we will be addressing and responding to the concerns expressed by Natural England.

  • Refuse due to overlooking and loss of greenbelt to the visual detriment of the character of the area. The development would set an undesirable precedent for future development that would erode the landscape and have a harmful impact on the area and the wildlife. The Council were concerned that Trees protected by a TPO on the land could be lost or harmed.
